The function of such a public institution guarantees loans to small and medium-sized enterprises. However, from its historical background more than one credit guarantee association can be found in Aichi, Gifu and Kanagawa prefecture. This paper analyzes how the redundancy of credit guarantee associations worked when the demand for money from SMEs rapidly increased due to COVID-19.
