| 内容記述 | 本稿は，公的調査では把握が難しい保育・幼児教育の「質」と，無償化施策との関連について，独自調査を用いて検証した。その結果，無償化により最も恩恵を受けるのは高所得世帯であることが明らかになった。また，幼稚園と保育所では，保護者の世帯収入といった経済要因だけではなく，学歴や就業形態，さらには保育の質に対する評価にも違いがあり，無償化により幼稚園から保育所への移動が急激に加速する可能性は高くないことが示唆された。また，保育・幼児教育の高い「質」への需要は，高学歴ワーキングマザーで大きいことも明らかになった。これらの結果から，保育・幼児教育施策の実施にあたっては，保育所，幼稚園のそれぞれの特性を活かした多様性のあるプログラムやシステムの提供が有効であることが示唆された。 | |||||||||

| 内容記述 | Using data from our survey, we examined the relationship between the quality of early childhood education/care and policies for providing free preschool education and day-care services which was newly implemented in 2019. Results from the survey showed that high-income households benefited the most from the new policy. Family preferences between kindergartens and nurseries were affected not only by economic related factors such as household income, but also by socioeconomic status, which includes parental educational background, employment, and awareness of quality of early childhood education and care. The results suggest that there is little possibility that rapid movement from kindergartens to nurseries will occur due to the new policy. The survey also shows that working career mothers with extensive educational backgrounds have a huge demand for high-quality early childhood education and care. To offer effective early childhood education and meaningful care policies, policy makers should create diverse programs that draw upon the strengths of nurseries and kindergartens. |
